Ferlic’s sex abuse lawsuit finds foster parent indicted on 13 felony charges

Attorney Kate Ferlic’s sex abuse lawsuit against CYFD and Familyworks finds foster parent Clarence Garcia indicted on 13 felony charges including multiple counts of rape and criminal sexual contact with a minor. Despite almost two decades of sexual abuse and misconduct claims against Garcia, CYFD and Familyworks continued to place minors spanning in ages from 6 to 16 in his care.

“CYFD seems to be outsourcing its responsibility to the detriment of kids,” said Ferlic, who filed the lawsuit. “I think that they have a moral imperative to participate in the selection and certification of foster parents and take seriously complaints of sexual abuse.”
