Ferlic Sues CYFD on Behalf of Teen Accusing Foster Father of Rape

Kate Ferlic has filed a lawsuit against CYFD and Familyworks on behalf of a teenage girl who claims she was raped daily by her foster father for over a year and half between August 2015 – November 2016. The man accused of rape, Clarence Garcia, has a 20 year history of being accused of sexual assault, yet was still allowed to be a licensed foster father with Familyworks.

“CYFD seems to be outsourcing its responsibility to the detriment of kids,” said attorney Kate Ferlic. “I think that they have a moral imperative to participate in the selection and certification of foster parents and take seriously complaints of sexual abuse.”

According to the Albuquerque Journal article, “Ferlic said the girl, now 17, is developmentally and intellectually disabled, and functions as an 8- or 9-year-old.”
